Executive Leadership

  • Kermit Dahlen
    Kermit Dahlen

    Kermit Dahlen has been Regional President of Rosecrance Jackson Centers for nearly 40 years, and has worked in the addiction field for close to 50 years. Dahlen’s extensive history in the addiction field includes member and past Chairperson for the National Association of Addiction Treatment Providers, founder and former chairman of the Chemical Dependency Treatment Providers of Iowa, founder and former chair of the National Adolescent Treatment Consortium, long-term member and former chair of the Iowa Substance Abuse Directors Association, and current executive committee member of the Iowa Behavioral Health Association. Dahlen has testified on behalf of the addiction field both nationally and in Iowa to committees of both houses and special study committees. He has presented workshops on both a state and local level on addiction program leadership, addiction treatment processes, and many addiction related topics. Dahlen has also served as a mentor for a number of young leaders in the field of addiction as part of the Addiction Transfer Technology Center.

  • Annie Fridh
    Annie Fridh

    Annie Fridh, PsyD, is the Vice President of Operations at Rosecrance Jackson Centers. Annie has more than 25 years of experience and leadership in behavioral healthcare.
    She most recently served as the Rosecrance Administrator of Adult Behavioral Health. Annie earned her Bachelor of Science in Family Social Services from Northern Illinois University and her M.S. in Child and Family Services—Marriage & Family Therapy from Northern Illinois University. She obtained a Doctorate of Psychology from the Illinois School of Professional Psychology at Argosy University.

    Julie Enockson

    Julie Enockson is the Vice President of Finance at Rosecrance Jackson Centers. Julie has more than 20 years of experience in financial management. She received her MBA with a specialization in Finance from Bellevue University, and attained her undergraduate degree in Accounting from Briar Cliff College in Sioux City, IA. She is also a member of the Healthcare Financial Management Association.

  • David Paulsrud, M.D.
    David Paulsrud, M.D.

    David Paulsrud, M.D., is the Medical Director at Rosecrance Jackson Centers. He has over 50 years of medical experience, and has been with Jackson Recovery Centers for 30 years. Prior to his work at Jackson Recovery, Dr. Paulsrud served as an orthopedic surgeon in Sioux City, and served as a doctor in the Army for 11 years, retiring with the rank of Lt. Colonel. Dr. Paulsrud has been honored with several local awards including, Sertoma Service of Mankind Award, AID Center Distinguished Community Leadership Award, and Morningside College Honorary Doctorate in Community Service. He also served on the Sioux City City Council from 1987-1992. Dr. Paulsrud received his medical degree from the University of Iowa.

    Rachel Wurth, MSN, ARNP FNP-BC

    Rachel Wurth, MSN, ARNP FNP-BC, is the Assistant Medical Director at Rosecrance Jackson Centers. She has provided medical services for Jackson since 2011- initially through the Siouxland Community Health Center and now as a member of Rosecrance Jackson’s medical provider team. Rachel received her Nursing diploma degree from St. Luke’s School of Nursing in Sioux City in 1993. She earned both her Bachelor’s (’08) and Master’s (“11) of nursing science from Briar Cliff University in Sioux City, Iowa. Rachel is a certified family nurse practitioner through the ANCC (American Nurses Credentialing Center). Rachel is a member of the Iowa Nurse Practitioner Society, the American Academy of Nurse Practitioners, and the American Society of Addiction Medicine. Rachel has worked most of her professional career serving women, children and families.
